The Competition Commission (the Commission) is an independent statutory body established under the Competition Ordinance (Cap. 619) (the Ordinance) which was enacted in June 2012. The objectives of the Ordinance include the prohibition of conduct that prevents, restricts or distorts competition in Hong Kong.

The Commission is now offering an exciting opportunity for a skilled and enthusiastic lawyer to join its busy legal team.

Head (Economics) (Ref.: CC/HESM20260716)

Reporting to the Chief Executive Officer, major duties of the position holder include:

Responsibilities:

  • Lead the Economics Department in providing economic analysis and advice for enforcement cases (especially those involving complex economic issues and quantitative analysis);

  • Provide support to the Commission in fulfilling its role as the adviser to the Government of the Hong Kong Special Administrative Region on competition-related matters;

  • Design and conduct market studies/fact-finding exercises to enhance the Commission’s understanding of how specific markets operate and their state of competition; and

  • Promote research into and the development of skills in relation to the economic aspects of competition law in Hong Kong.

Requirements:

  • A Master’s degree or above in economics, or equivalent;

  • A minimum of 7 years of relevant work experience, with a proven track record of advising on competition case investigations and applying economic analysis to competition cases;

  • Experience and/or qualifications in quantitative techniques/econometrics;

  • Ability to communicate complex economic concepts in a clear and concise manner to non- economists;

  • Experience in managing and training a small team of economists with different levels of seniority;

  • Excellent drafting and presentation skills in English;

  • Experience gained in a competition or regulatory authority preferred; and

  • Proficiency in the Chinese language will be an advantage.

Terms of Appointment and Remuneration Package

Appointment will be offered on a 2-year fixed-term contract, renewable depending on performance and operational needs.

Basic Salary: The starting salary of this post is HK$120,900 per month. The basic salary will be commensurate with the candidate’s qualifications and experience.

Cash Allowance : 10% of the basic salary

Contract-end Gratuity : 15% of the basic salary (including 5% employer’s contribution of MPF)

Fringe Benefits : Annual leave, medical & dental benefits, life insurance and MPF.
