Temporary Assistant Manager (6-Month Contract) - Secretariat and External, CEO’s Office and Central Services

Duties and responsibility:

The Secretariat and External department within the CEO’s Office of the SFC supports the Board and senior management and assists them in dealing with a wide variety of SFC-related policies and initiatives. It also strategizes Commission-level stakeholder engagement plans to better engage and communicate with external parties (including the HKSAR Government, legislators, industry participants and the investing public) on the SFC’s policies, initiatives and other important messages. As such, this is an excellent opportunity for anyone who has an interest in a higher level and broader view of the work of the SFC, working closely with the senior management team and being exposed to its governance and policies formulation, as well as external engagement.  

You will be supporting the Commission Secretary & Chief Governance Officer and working with the other executives of the department, and will be involved in dealing with complex or sensitive issues that may arise from time to time.  For example, you will assist in:-

  • organisation for Board and Committee meetings (including preparation of agendas, briefs, minutes and presentations);

  • research, compiling activity reports, statistics and lines-to-take, and maintaining close contact with stakeholders of the SFC, notably, the Government, the Legislative Council (LegCo) Secretariat, LegCo members’ offices, the Ombudsman, and other local public agencies, to optimise the SFC’s pursuit of its objectives. In particular, you will be involved in the handling of regular requests from the Government;

  • handling external complaints against the SFC and its staff;

  • helping with the execution of the engagement plans, and to participate in the SFC’s publicity efforts (including helping with the SFC’s anti-investment scam campaigns, managing the SFC’s social media platforms, coordinating SFC senior management’s external engagements etc).

Requirements:

To qualify for this role, you must have a university degree and/or relevant professional qualification together with at least 3 years of relevant work experience gained in sizeable, preferably public organisations. You must have an initiative to learn and a fundamental understanding of the financial industry.  You should also be versatile and be able to work in a multi-disciplinary environment under time pressure.  You should have good interpersonal skills, and the ability to coordinate effectively internally within the SFC as well as externally.   A strong sense of responsibility and impeccable integrity is taken for granted. Previous contacts with the HKSAR Government, LegCo, and local and international industry organisations will be an advantage. You must have an excellent command of written and spoken English and Chinese.

Manager - Investment Products

The successful candidates will be responsible for a combination of regulatory work, including the processing of applications for authorisation of retail investment products, their offering documents and marketing materials in accordance with SFC product codes; on-going monitoring of such products and gathering and analyzing market information and investment products data; providing assistance to policy-oriented research and comparative studies on international securities regulation; assisting in research projects and analysing regulatory policies, macro-economics and financial matters in Hong Kong, Mainland China and overseas markets.

Requirements:

To be successful in this role, you should have a university degree in Law / Economic / Accounting / Finance, preferably with a minimum of five years of solid and relevant work experience in the financial services or related industries. Exposure gained in regulatory bodies, major law or audit firms, international investment banks or asset managers is preferable, with background in analytics and experience in market risk management, design and collection, mapping and analysis of market data and fund related portfolios data a plus. Experience in IPO or corporate finance related work, listed company audits and good knowledge of the Listing Rules will also be an added advantage. You should have excellent analytical, numerical, writing, presentation and interpersonal skills, and ability to work under pressure and meet deadlines. An excellent command of spoken and written English and Chinese is required, with proficiency in Putonghua a plus.

Assistant Manager - Investment Products

Duties & Responsibilities:

The Investment Products Division maintains a robust regulatory regime for, and performs gate-keeping functions in authorising, investment products offered to the public in Hong Kong. We monitor our authorised and registered investment products’ compliance with the requirements in our codes. We also formulate policies relating to the regulation of the asset management industry and pursue initiatives that facilitate market growth and product innovation with the overall goal to develop Hong Kong as a full-service international asset management centre and preferred fund domicile.
