About Us
We are a distinguished uniformed youth training organization dedicated to nurturing the next generation of leaders through discipline, maritime skills, and character development. As a vital member of the Uniformed Groups (UGs), we operate marine and land-based training facilities, fostering resilience, teamwork, and service in our cadets. We are seeking a strategic and dedicated leader to serve as our Chief Staff Officer and help steer our mission forward.
The Opportunity
This is a pivotal senior leadership role for a high-caliber professional. As the Chief Staff Officer, you will be the operational cornerstone of the Corps, ensuring excellence across all facets of our administration, strategy, and community engagement. You will translate the vision of our Commanding Officer and Executive Committee into effective, sustainable action.
Key Responsibilities
You will be entrusted with the following core duties:
1. Strategic Leadership & Governance: Report directly to the Commanding Officer and Executive Committee. Provide comprehensive strategic support and assume full responsibility for the Corps’s overall operations, administration, and management under the CO’s supervision.
2. Policy & Strategy Execution: Formulate, implement, and regularly review organizational policies, strategies, and financial plans in close collaboration with the CO, ensuring alignment with directives from the EC.
3. Operational & Financial Oversight: Ensure the effective administration and robust financial control of the Corps. Oversee all operational components to guarantee smooth delivery and safeguard organizational assets.
4. Facility & Asset Management: Assist in the administration and execution of facility management for the Administrative Headquarters and all transportations, marine and land-based training facilities and their related assets.
5. Stakeholder & Community Engagement: Build, liaise, and maintain strong, collaborative relationships with subvention bodies, government authorities, relevant international NGOs, and other partners to advance the Corps’s mission and standing within the UG community.
6. Human Resources Leadership: Oversee the Administration Department’s HR resources, including staff performance management, professional development, and compensation/outsourcing arrangements.
7. Culture & Compliance Stewardship: Monitor and uphold the Corps’s culture, procedures, and ordinances. Ensure all activities maintain the highest standards of transparency, traceability, and public accountability.
8. Program Development & Synergy: Assist the CO in leading the Sea Cadet Movement towards continuous improvement, service enhancement, and the development of innovative synergies and initiatives.
9. Volunteer Coordination: Work seamlessly with our voluntary operational units to ensure the integrated and effective delivery of all programs and operational deliverables.
The Ideal Candidate
1. A proven senior leader with experience in operations, administration, and strategic planning, preferably within the non-profit, uniformed services, or youth development sectors.
2. Exceptional financial acumen and experience managing budgets and control systems.
3. A skilled relationship-builder with a demonstrated ability to engage with diverse stakeholders, including government bodies and NGOs.
4. Strong HR management skills, with experience leading teams and managing performance.
5. An unwavering commitment to good governance, transparency, and compliance.
6. Ability to work effectively with both paid staff and volunteer forces. Passion for youth development and the mission of uniformed youth organizations.
