Senior Manager, Internal Audit

Responsibilities:
To establish audit strategy and develop annual risk-based audit plans in alignment with the Authority’s objectives
To plan and conduct operational audits and other reviews to support effective monitoring by the Audit Committee and Risk Management Committee
To identify deficiencies and provide recommendations for improvements in terms of operational effectiveness, efficiency, economy and compliance
To follow up on implementation of audit or review recommendations and prepare professionally written audit or review reports
To refine the internal audit and risk management processes by leveraging GenAI technology, ensuring alignment and integration with the Authority’s AI strategy and industry practices
To support effective implementation and monitoring of Whistleblowing mechanism
To review Corporate Policies and Procedures Manual (CPPM) to identify opportunities for enhanced internal control and risk management
To review Corporate Operational and Authorisation Manual (COAM) to ensure reasonableness and effectiveness
Requirements:
Degree holder in related quantitative disciplines with recognised professional qualifications (e.g. CIA, CPA, CFA, etc.)
Minimum 10 years’ relevant work experience with at least 5 years’ post qualification experience and at least 5 years in managerial position
Integrity, professionalism and innovation are the key required competences
Ability to prioritize and handle multiple tasks
Excellent communication, interpersonal and report writing skills
Chief Innovation Officer

The Role:
This is a position designed to steer the Authority through its next chapter of strategic enhancement in organizational efficiency and effectiveness. Reporting directly to the Managing Director, the Chief Innovation Officer will be the executive champion for responsible innovation, tasked with leveraging technology and process re-design to advance organizational effectiveness, efficiency and data security while embedding a progressive digital culture.
Key Responsibilities:
Serve as the strategic advisor to the Management, architecting an innovation agenda that advances our public service mandate and supports the Authority’s short and long-term strategic objectives
Lead organisation-wide productivity enhancement and digital transformation, modernising service delivery, re-engineering core processes and accelerating the adoption of technology to achieve greater gains in efficiency, effectiveness, and quality
Establish a robust cyber and data governance framework to ensure data integrity, systems and data security, and regulatory compliance, while developing enterprise analytics to enable evidence-based decision-making and measure investment impact
Build strategic partnerships with internal and external stakeholders to ensure innovation efforts align with best practices and contribute to advancing the Authority’s public service mandate
Provide inspirational leadership to the IT function and drive organization-wide cultural shift towards digital fluency and collaboration, empowering the workforce to experiment responsibly and scale new solutions
Requirements:
A recognised university degree in Information Technology, Computer Science, Engineering, Business Administration, or a related discipline. A postgraduate qualification (e.g. MBA, MSc) is preferred but not a must
A minimum of 20 years of progressive experience in technology, advisory and business leadership, with at least 10 years at senior executive level, preferably in both private and public sectors
Proven track record in leading large-scale business transformation, technology strategy, and corporate innovation in organisations with high level of governance and regulatory standards
Exceptional business and financial acumen, with experience in managing technology investments, developing business cases, accelerating project delivery and optimizing the benefits
Strong understanding of modern technology governance, cybersecurity principles, data privacy regulations, and digital delivery models
Excellent communication skills in both English and Chinese
Strong interpersonal and leadership skills to interact and build trust with colleagues at all levels
