Manager, Public Affairs and Communications (3-month contract)

Responsibilities:

  • Directly manage both in-house and external design and production teams to ensure the high-quality and timely production of diverse corporate communication collaterals

  • Spearhead the end-to-end production of URA’s corporate publications, most notably the annual report, ensuring full adherence to internal procedures, procurement protocols, accounting compliance, budgets, and deadlines

  • Strategically safeguard and elevate the corporate identity, enforcing strict brand consistency across all visual communications to align with and drive the Authority’s business objectives

  • Advise cross-functional internal departments as a subject matter expert, providing guidance on creative development, design workflows, production budgeting, and external vendor sourcing etc.

  • Perform any other duties as may be assigned by supervisors from time to time

Requirements:

  • Degree holder in public relations, communications, advertising, marketing or related fields

  • Minimum 8 years’ relevant experience in multi-media production, advertising, promotion and marketing

  • Proven experience in both content editing and production coordination for large scale corporate publications

  • Good knowledge of the current trend in design and illustrations

  • Familiarity with urban renewal will be beneficial

  • A self-initiated team player who is creative, resourceful and attentive to details

  • Good communication skills and command of verbal and written Chinese and English

Assistant Manager, Internal Audit

Closing Date of Application: 23 June 2026

Responsibilities:

  • Conduct operational audits and value-for-money reviews, and perform follow-up reviews on the implementation of audit recommendations

  • Identify control deficiencies, develop practical solutions, and prepare professional audit reports

  • Support corporate and divisional risk assessments, and coordinate risk monitoring as well as professional risk management reporting processes

  • Enhance internal audit and risk management processes using data analytics and generative artificial intelligence (GenAI)

  • Review updates to the Corporate Operational & Authorisation Manual and Corporate Policies and Procedures Manual

  • Support the implementation and monitoring of the whistle-blowing mechanism

  • Provide other departmental supports, such as preparation for Audit Committee Meetings and Risk Management Committee Meetings, liaison with the ICAC, etc.

Requirements:

  • Degree holder in relevant disciplines with recognised professional qualifications (e.g., CPA, CIA, CISA, CFA or equivalent)

  • Minimum of 6 years' relevant experience in internal audit, risk management, governance and/or compliance

  • Strong analytical and problem-solving skills, with good business acumen and attention to detail and accuracy

  • Good presentation, communication, interpersonal, and report-writing skills

  • Able to manage multiple priorities, deliver quality work on time, and work collaboratively in a team environment

  • Experience in data analytics or audit tools

  • Integrity, professionalism, and innovation are the key required competencies


Officer, Payroll and Accounting

Closing Date of Application: 24 June 2026

Responsibilities:

  • To assist in payroll processing including salary and allowances payments, and provident fund contributions

  • To keep proper and accurate payroll accounting records

  • To prepare tax returns to the Inland Revenue Department

  • To prepare reports and analysis related to staff costs

  • To process payments and other financial transactions, and ensure that they are properly supported, authorised and processed in accordance with URA’s policies and procedures

  • To assist in document management and perform other ad hoc tasks as assigned

Requirements:

  • Degree holder in Accounting, Finance, Business Administration, Management, or related disciplines with minimum 1 year of relevant experience;
    OR Higher Diploma/Associate Degree holder with minimum 2 years of relevant experience

  • Sound knowledge of relevant provisions in the Mandatory Provident Fund Schemes Ordinance, Employment Ordinance and Inland Revenue Ordinance

  • Proficient in MS Office including Word, Excel and PowerPoint

  • Experience in financial management and payroll systems, e.g. Workday and MRC

  • Good communication and interpersonal skills
