Senior Officer, Treasury and Funding (Treasury) (3-year contract)

Responsibilities:

  • Develop and maintain accurate daily cashflow forecasts to ascertain the requirement of bank deposits/investments or borrowings

  • Analyse interest rate quotations and prepare reports, negotiate deposit rates, and ensure precise and timely communication with banks

  • Facilitate KYC compliance such as updating authorized signatory lists and managing FATCA & CRS declarations etc.

  • Assist in monitoring and managing cash flow positions and payment patterns for redevelopment projects

  • Maintain proper bond issuance, loans, deposit and investment records in treasury and accounting systems. Ensure market data, bond issuance and loans transactions information are up to date in the treasury system

  • Prepare and coordinate the information required for the annual and interim credit rating review 

  • Prepare presentation materials related to investment and treasury matters and funding activities

  • Provide administrative support and perform any ad hoc assignments and tasks as directed by supervisors

Requirements:

  • Degree holder in Finance, Accounting, Business Administration or related disciplines

  • Minimum 3 years’ relevant experience in the Finance / Treasury / Banking fields

  • Good understanding in loans, bonds, investment and treasury products

  • Good command in spoken and written English and Mandarin

  • Good communication, presentation, interpersonal and analytical skills

  • Proficiency in MS Office, Bloomberg etc. 

The appointment will be made on a 3-year fixed-term contract, which may be renewable subject to appointee’s performance, the Authority’s business needs, and other relevant factors.


Manager, Treasury and Funding (Investor Relations)

Responsibilities:

Reporting to Senior Manager, Treasury and Funding, the Manager plays the role in managing and cultivating relationships with bond investors and relationship banks, ensuring that the Authority’s financial and strategic information is clearly and effectively communicated to our bond investors and banking partners. The incumbent will participate in the following key responsibilities.

1. Investor Relations:

  • Develop and maintain strong relationships with bond investors, rating agency, ESG groups. etc.

  • Prepare and distribute regular communication materials, such as investor presentations, financial reports, conference calls, and press releases.

  • Ensure consistent and accurate information is provided to stakeholders.

  • Analyze market trends and investor feedback to identify areas of improvement in communication and strategy.

  • Organize and lead roadshows, investor meetings, and conference calls to update investors on the Authority’s performance and strategy.

  • Prepare and present detailed financial analysis and reports for senior management and banking partners.

2. Strategic Communication:

  • Develop a comprehensive investor relations strategy tailored to bond investors and relationship banks.

  • Monitor and analyze market trends, investor sentiment, and competitive landscape to refine communication strategies.

  • Draft and review communication materials, ensuring clarity, consistency, and alignment with corporate messaging.

3. Financial Analysis and Reporting:

  • Conduct detailed financial analysis, including bond pricing, yield analysis, and debt structure evaluation.

  • Prepare regular and ad-hoc reports for senior management, investors, and banks.

  • Develop and maintain financial models to support investor and banking communication.

4. Regulatory Compliance:

  • Stay informed about regulatory changes and best practices in investor relations among public sector entities

The incumbent may also multi-task and undertake additional responsibilities as assigned to meet business needs, and adopt AI / Gen AI technologies while discharging the above responsibilities to elevate efficiency and effectiveness.

Requirements:

  • Degree holder in Finance, Economics, Business Administration, or related field. MBA, CFA or CPA designation is preferred

  • Minimum 8 years’ relevant experience, of which at least 4 years in investor relations, finance, banking, or a related field

  • Proven experience managing relationships with bond investors and banks, with solid understanding of corporate finance, capital markets, and regulatory requirements

  • Knowledge of financial markets, debt instruments, and investment strategies

  • Exceptional communication and interpersonal skills, with the ability to effectively convey complex financial information to diverse audiences

  • Strong analytical and financial modelling skills

  • Detail-oriented with excellent organizational skills and the ability to manage multiple tasks simultaneously

  • A strong team player with the ability to collaborate effectively across departments

  • Proactive and self-motivated with a keen interest in financial markets and investor relations, with the ability to meet challenging deadlines and objectives

  • Upholds a high standard of work ethics and confidentiality in handling sensitive information

  • Proficiency in research and computer skills in MS office including Word, Excel, PowerPoint, etc. Knowledge of financial software and tools such as Bloomberg platform. 

  • Good command of both verbal and written English and Chinese, fluency in Mandarin will be an advantage


Public Affairs Specialist (18-month Contract)

Responsibilities:

  • Develop, implement, and oversee comprehensive public affairs and policy advocacy strategies that align with organisational goals

  • Analyze legislative and regulatory landscapes, and monitor public sentiment and media narratives to proactively identify strategic opportunities, mitigate risks, and adapt advocacy tactics

  • Translate complex policy and strategic initiatives into accessible, persuasive messages customised to target audiences. Prepare policy briefs, presentations, and other communication materials to support advocacy and public affairs activities

  • Collaborate with internal departments to ensure consistent messaging and coordinated efforts

  • Cultivate and sustain strategic relationships with government officials, policymakers, regulatory bodies, and other key stakeholders

Requirements:

  • Degree holder in Public Policy, Political Science, Communications or related fields

  • Minimum 10 years’ relevant experience, of which at least 5 years in a management role in sizeable organisations

  • Solid experience in handling government processes, legislative and regulatory environments

  • Owns a strong media network with proven ability to pitch stories effectively to maintain favourable media coverage

  • Possesses deep awareness of political dynamics and media landscapes to foresee potential reactions and devise pre-emptive strategies to shape narratives and mitigate risks

  • Strong project management skills with experience in coordinating multi-stakeholder initiatives

  • Highly resilient and adaptable to work in a dynamic and politically sensitive environment

  • Strong communication skills with the ability to communicate effectively and tactfully, and establish rapport with all levels of staff

  • Excellent command of verbal and written Chinese and English
