Project Manager
Job Summary:
The Project Manager will serve as the central driver of this initiative, working directly under the Chief Executive, and is expected to bring strong business acumen, cross-departmental leadership, and strategic thinking to ensure the project delivers maximum and lasting business value for the Institute.
Key Roles and Responsibilities:
Project Governance & Steering Committee
Organise, prepare, and facilitate Steering Committee meetings, ensuring key strategic decisions are surfaced, discussed, and endorsed at the appropriate level.
Prepare executive-level milestone reports and project status updates for key stakeholders.
Maintain the project governance framework, including approval workflows, RACI matrix, escalation protocols, and decision logs.
Act as the key liaison between the Chief Executive and all project workstreams, always ensuring alignment with institutional priorities.
Business Scoping & Requirements Leadership
Lead structured business requirements workshops to capture departmental pain points, future needs, and desired outcomes.
Challenge, validate, and synthesise requirements to ensure strategic alignment, feasibility, and value for the Institute.
Facilitate cross‑departmental consensus on priorities, scope, and trade‑offs, acting as an impartial advisor focused on Institute‑wide interests.
Own and manage the Project Scope, including identifying gaps in business thinking and controlling scope changes through formal governance and Steering Committee approval.
Day-to-Day Project Management
Manage end-to-end project delivery from scoping and vendor selection through UAT and go-live.
Maintain core project controls, including the master plan, milestones, RAID register, and action logs.
Coordinate cross-functional working groups and drive timely closure of action items.
Track progress against schedule, budget, and quality, addressing issues proactively.
Oversee vendor performance and deliverables to ensure contractual compliance.
Stakeholder & Communication Management
Act as the central point of contact for project communications with internal teams and vendors.
Provide regular status update reports to the Chief Executive and Core Team.
Manage stakeholder expectations and priorities with diplomacy to maintain alignment.
Escalate key risks, issues, and decisions to the Steering Committee with clear analysis and recommendations.
Other duties as may reasonably be required.
Qualifications and Experiences Required:
Degree or above in Business Administration, Management, or a related discipline; postgraduate qualification preferred.
Minimum 7–10 years’ experience in project management, with a strong track record in leading large‑scale, cross‑functional business transformation or digital platform projects end‑to‑end.
Proven expertise in business requirements elicitation and scoping across diverse stakeholders, with the ability to challenge assumptions and drive consensus.
Demonstrated capability in managing executive‑level governance, including steering committees and board‑level reporting.
Strong communication, stakeholder management, negotiation, and conflict‑resolution skills, with experience engaging senior management and technical teams.
Experience in the non‑profit, statutory, professional association, or financial services sector in Hong Kong, and possession of PMP, PRINCE2, or equivalent certification, are preferred.
Self‑motivated and able to manage multiple priorities independently; good command of written and spoken English and Chinese (Cantonese), with Putonghua an advantage; immediate availability preferred.
