Contract Programmer

Salary: from $37,400 per month + 10% Year‑end Incentive Payment

Main Duties

Perform activities related to the full system development life cycle, including implementation, development, maintenance, upgrade, and ongoing support of IT systems and service delivery.
Deliver and/or develop work such as application/system programming, feasibility studies, design, testing, system acceptance, capacity planning, technical support, and quality assurance.
Liaise with stakeholders (users, vendors, computer operators) for requirement studies, implementation, and ongoing operational support.
Assist supervisors in vendor management, including outsourced services, quality assurance of deliverables, and service acceptance.
Participate in the procurement process for IT systems, products, and services.
Support supervisors in providing technical advice to management and users.
Perform any other duties as required.

Remark: Successful candidates may be posted to different IT streams as needed.

Entry Requirements

Applicants should have:

(i) Academic qualification (one of the following):

A) A Hong Kong degree in Information Technology/Engineering, or equivalent; OR
B) A Hong Kong degree in a subject other than IT/Engineering, plus at least 2 years’ post‑qualification experience in IT fields.

(ii) Language proficiency:

Level 2 (“Grade E” before 2007) or above in both Chinese Language and English Language (“Syllabus B” before 2007) in the HKDSEE or HKCEE, or equivalent.

(iii) Advantageous experience (one or more of the following areas):

A) Web or mobile application development and maintenance using Java, HTML5, Python, Spring/Spring Boot, or other languages/frameworks.
B) AI systems development – designing and building RAG pipelines, LLM, vector databases, prompt engineering, and embedding models.
C) ERP software (e.g., SAP).
D) Technical infrastructure – support on servers, storage, databases, and system software tools on J2EE or cloud‑based platforms.
E) Information security and/or industry‑recognised IT security certifications (e.g., CISP, CISM from CNITSEC; CISSP from (ISC)²; CISA or CISM from ISACA).

Terms of Appointment

The appointment will be on the Housing Authority’s regular terms, with continuous employment offered up to the prevailing retirement age, subject to satisfactory probation.
A competitive pay package commensurate with qualifications and experience will be offered.
In addition to base salary, a year‑end incentive payment at 10% of total base salary is awarded upon satisfactory completion of each full year of service.
Employees who have completed at least six months of service by the end of the first calendar year may receive a pro‑rata incentive payment.
Entry pay, terms, and conditions are subject to provisions prevailing at the time of appointment offer.
