The Hong Kong Examinations and Assessment Authority (HKEAA) is an independent and not-for-profit statutory body which administers public examinations in Hong Kong. Our scope of responsibility extends to administering over 200 international and professional examinations. Manager – Examination Systems (Ref: ES/01/291)

Duties: The appointee will assist the Unit Head and Senior Manager in planning, enhancing and leading diverse examination-related functions, driving efficiency and quality in operational processes, taking a leading role in supporting the design, testing and implementation of system projects, and developing streamlined workflow procedures in various examination-related operations. The appointee will also collaborate closely with internal and external parties (including tertiary institutions) to gather and articulate business requirements necessary for seamless results data exchange, as well as formulate strategies to enhance feedback services to schools and other stakeholders.
Requirements:
(a) A Bachelor’s Degree in any discipline;
(b) At least 8 years of relevant work experience, including at least 5 years in a supervisory role;
(c) Sound knowledge in IT systems and data management, preferably with hands-on experience in the system development life cycle and managing large-scale UAT;
(d) Strong and proven analytical and problem-solving skills, with the ability to identify potential problems and risks, and make informed decisions based on insights and best practices;
(e) Proactive and open-minded with a determined mindset and proven track record in effectively driving changes;
(f) Proficient in project and vendor management;
(g) Self-initiated, innovative and forward-thinking with strong attention to details;
(h) Excellent interpersonal, communication, and organizational skills with the ability to lead and motivate team members to achieve results and build rapport across teams and divisions;
(i) Ability to work independently under pressure and irregular hours; and
(j) Good command of spoken and written English and Chinese.
Candidate with less experience may also be considered.
Employment Terms: The remuneration package will be commensurate with qualifications and experience. Appointment will be on a fixed-term contract with contract-end-gratuity, MPF benefits, medical and dental care. Future employment may be offered on renewable contracts subject to performance and staffing needs.

Officer – Assessment Technology and Research (Ref: ATR/10/274)

Duties: The appointee will be responsible for assisting with research projects and data analysis under the supervision of M-ATRs. He/she will also be required to provide secretarial and administrative support to division and Standards Committee and ensure proper implementation of management policies with the objective of enhancing organizational practice and processes within the resources given.
Requirements:
(a) A Bachelor’s degree in any discipline, related to Educational Research is preferable;
(b) At least 5 years of relevant working experience in research and administrative work;
(c) Experience in the education sector and field experience in working with schools in Hong Kong is an added advantage;
(d) Experience in developing educational assessment systems is preferred;
(e) Good communication and presentation skills with good command of spoken and written English and Chinese;
(f) Good interpersonal skills and team work spirit; and
(g) Meticulous minded with good problem-solving and organizational skills.

Research Intern (Ref: ATR/01/289)

To nurture talent in educational testing and strengthen collaboration with academia, the Assessment Technology and Research Division of the HKEAA is offering a research internship for doctoral students in the summer of 2026. Admitted applicants will work directly with HKEAA researchers on an impactful research project, with flexible remote or face-to-face arrangements.
What to expect:
You will undertake a research project under the mentorship of an HKEAA research scientist, covering the full research lifecycle from project initiation and literature review to data analysis, report writing, and dissemination. Deliverables may include an internal research presentation, a regional or international conference presentation, or a peer- reviewed journal article. Current and prospective research areas include:
Global comparative studies based on international assessments (e.g., TIMSS, PIRLS).
Leveraging AI and computational methods to extract evidence and insights from unstructured data (e.g., textual responses, process data).
Conducting advanced data analysis for psychological testing and performance data to inform assessment validity and fairness.
Optimization of assessment designs for operational testing.
Investigating rater effects in the scoring of high-stakes examinations.
Linking and equating analysis between different test formats and across time points.
Designing workflows and statistical algorithms for computer adaptive and multistage testing in digital assessment systems.
Applicants are also encouraged to propose research topics aligned with their expertise and the HKEAA’s strategic research priorities.
Duration:
Four to eight weeks between June and August 2026. (The internship window may be adjusted for the convenience of the admitted applicant with prior approval from HKEAA)

Doctoral students are currently enrolled in the programmes of psychometrics, educational measurement, psychology, statistics, data science, or related fields at university.
